Take the VR plug out of the stator. Put a meter on the output of the stator, with the bike running check for 32V AC (not DC) at 2K rpm you should get 32 volts AC. If that is good, connect the VR and go to the battery, you should be getting 14.7 or so volts DC from + to frame ground. If not it is probably the VR, maybe the battery, less likely though.
