Post a pic up of the dash under the cover. The speedo mounting plate that mounts on the frame, between the tank halves.... Something's wrong in there.
That dash cover sits on a single stud. If the tank sits too low, or was replaced with tanks that have shorter front mounting tabs, this is the end result.
The tanks may have to be shimmed UP, to meet the dash, as the speedo/ignition mounting plate mounts to the frame, under the chrome dash cover, not to the fuel tank halves.
Your's is sitting too high..........or your tanks too low.
