Your speedo is sitting in the mount too high. Check and see if the mounts are correctly installed, as it sits in rubber grommets. If the guy that may have replaced or reinstalled it placed the washers on wrong, will cause the speedo ti sit up, and not sit correctly in it's mounts.
If you life the tank, the ignition switch will go under the dash, and that's right where it needs to be.

FYI: The tanks can be aftermarket and the only way to tell is the stamp (HD crest) inside, where the gas nozzel goes into the unleaded, small hole'd port. If it's pre-unleaded, there should be numbers stamped on the front tank mounting tabs, I believe.
