shouldn't there be a rubber or plastic spacer ring between the speedo and dash?

It says "Harley Davidson" in white. Everything seems to be right. Accordning to a parts schematic that I looked at the little "c" clips should be on top of the rubber bushings. They were on the bottom so I reversed everything, but it made no difference.

Here's some more pics. See if you spot anything. I tried turning the grommets around and I even took out the spacer thing on the top of the mount. Nothing seems to work.

Try putting the Speedo mounting tabs UNDER the mounting plate. First, slide the right side tab in, then the left side fits in that little cutout at 11 o'clock, then turn to the bolt hole to line it up and put in the hardware......
