Looks as if it may be some sort of torsion suspension looking at where the fork legs meet the fork crown.

look at the next video of the bike, while being ridden. at between 2min and 2min 10 sec, you can see how it works, again at 2 min 48 sec and at 2 min 59 sec. looks like an inverted set-up. the lower leg (tho short) where the axles mount are small and slide out of the upper. at least that's how I interpret what I am seeing.
I like the sprotor set-up and single sided swingarm
