A fuse pops due to exceeding the amp rating. It's not there to protect anything other then the harness burning, and subsequently the bike burning too. Relays and surge protectors are what are used to protect circuitry. In most cases, these modules are foolproof and as long as they're left in the stock, protected configuration, they're fine for many years. Outside entities or violations of their wiring are usually what cause them to fail, prematurely.
Millivolts in the wrong place can nuke anything with a board, capacitors or resistors.
I can't tell you how to check them, short of placing them on another identical bike, and seeing if they're bad. You'd need a diagnostic plug and know what terminals to check for ohms and continuity.
