fuse blowing!

I crank my motorcycle right up yesterday to go to work. I stopped at the store for a soda. When I'm ready to leave the store i cut on the bike hit the start button nothing. When I turn the key on the head light comes on but there is nothing on the odometer. I flip the switch on you can hear the fuel pump cut on but the engine light that normally comes on before it is prime doesn;t come on. When I hit the start button....Nothing. I put a new battery in. No change. I replaced both relays. I also replaced two blown fuses. Cranked right up. I rode around the parking lot. Everythings fine. Cut it off. tried to cut it back on....back to square one. The same two fuses blown. When looking across the fuse panel there are 3 fuses, 3 fuses, 2 fuses, 3 fuses. All 15amp. The 2 that blew were the third row where there were only two fuses. Any ideas on what could be blowing those two fuses please help!!!

i don't have the owner's manual. I bought the bike used. If I had the owner's manual that is the first place I would have looked.

The top of the fuse cover tells you what the fuses are usually .
