1999 RKC timing issue?

My bike won't start, but turns over. Sometimes it'll pop. The local dealership changed out the cam & crank position sensors with no success. They took them off and I picked up the bike. I've been directed to the possibility that the cam chain is stretched. I just removed the cam cover and the "punch marks for the two visible gears appear to be in alignment.
I have decided to install the HD upgrade kit w/the hydraulic tensioner and new oil pump. I will also have the original bearings replaced with Torrington(?) while I have it open. $$$ is a major consideration while I'm doing this, that's why I'm doing most of the work.
I'm ready to do this, but I want to make sure I don't overlook anything before I proceed further. Any and all replies are appreciated. Thanks!

I dought updating the cams is going to solve the no start problem unless you find something very wrong with the stock cam train .
Are there any codes ? Fuel pump turning on ? Got spark ?
One thing to look for ... assuming your bike is FI ... the front injector wire was tie strapped to the frame to tightly and the wire would break inside of it's sheath . If the wire seems tight unplug it from the injector and try to stretch each wire , if either one stretches it is broken internally and needs to be repaired .

I'm not seeing anything wrong now that I have the cam cover off. The cam and crank sprockets appear to be in proper alignment. Dealer said it had a 56, permanent out of synch error code. I've always believed I had a pushrod adjusted wrong because of the tapping that comes and goes form the top of the front jug.
I inspected the wiring underneath and it all looks good. I started the bike a couple weeks ago and it stalled after 5 seconds and wouldn't start again, just turned over. The fuel pump is turning on. I'll look at the injector wire.

I would do a compression test next. It can give you an idea if you have any valve train problems or worse. If it checks out you can almost certainly rule out a valve timing issue.

If that is on a twin cam it may cause the bike to not stay running until it warms up, i would start with pushrod adjustment.

You need to do a fuel pump pressure test . In the 97 - 2000 or so time frame there was an issue with the fuel pump feed hose inside the tank , it was too long and rubbed inside the tank and leaked causing a drop in fuel pressure . Sometimes you can hear the leak with a half tank or so of fuel , put your ear against the tank and turn on the ignition , you should hear the pump run for 3 seconds . The leak sounds kinda like a hiss and continues briefly after the pump turns off . Pulling the pump assy. up out of the tank partially and turning it on will verify the leak .
