V&H dresser duals instalation problem

I have a 2008 RKC.
I have bought the Vance&Hines Dresser duals.
The problem is that the stock exhaust system has some butterflies in between the headers and the mufflers.
The instructions from V&H doesn't say anything about those butterflies.
They are opening when I hit the throttle hard and closing when I go slowly. They seem to be cable operated.
I don't know if your US spec RoadKing Classic has this system, or it's only for Europe.
Can someone tell what to do with them?

From what I gather, Harley uses an "active" exhaust system for the Europe market with a butterfly valve in the upper pipe that activates or remains closed at a certain rpms in second, third and fourth gears and open in First, fifth and sixth.

It was put in for EuroIII adopted emission standards and sound regulations.

Can't tell ya what to do with them, cause we don't have them.

My impression is they're the same as the Yamaha EXUP valves that are designed to help decrease exhaust noise at certin levels and times, yet not rob the bike of horsepower or torque.

I know WHAT I'd do with them.......

I will try to see where the cable is going, and what should I do with the system.
It has to be also a actuator motor somewhere to move this cable.
I fear that if I will get rid of it, the bike will have problems.

I have tried to ask the dealer, but he doesn't seem to know what I was talking about.
I will try to get rid of the whole system and keep you posted.
Anyway, thanks for your answer.

Dave's right, it's the EIII sound emission control. In the gears and RPM levels you are most likely to be in within a city (between 30-80 KPH or so), Harley is required by law to quiet down the motorcycle. Lots of guys I met in Germany who have replaced their entire exhaust including the headers certainly no longer have the valves. But many people spend over €1,000 for fancy electronically-adjustable exaust systems like Jekyll and Hydes or systems with similar valves as the OEM Harley set up. All of them sound "almost" like what a Harley should sound like, IMO. Anyway, given I've talked to people who have removed their entire exhaust and no longer have any valves and given in the U.S. HDs don't come with these valves at all, you should be able to get rid of them if you want/need, but I'd recommend some really quiet baffles to compensate. Not sure if your exhaust is an entire system or an extension of the stock header pipes.

Now I have another problem: I really don't know how to mount the rear header to the starter mounting system. The installation details that came from V&H doesn't show how to do it.
There is a very blurry picture.
Can someone post a picture with their installation please?
I want only the connection between the clamp and the pipe mounting post on the rear cylinder.
