Fatboy pipes help!!

Hi, I am attempting to install V&H pipes on my 03 Fatty. Removing the original bracked where the rear footpeg is has become an issue. The 2 torx head bolds came out, however, the footpeg just spins and spins.?? Is it held on some other way than threads? If were stripped it would slid out, or at least be a little sloppy correct?

Anyway, any help removing the footpeg/bracket would be appreaciated.
