Junk baffles (the $3.50 a piece tin ones) will make the bike legal, and cause just enough backpressure that it'll probably run a tad better, and a tad richer. It sounds like garbage to me, (too tinny) but it'll get you a sticker. It's also not a bad idea to keep a set in your saddlebag/tool bag, in case you gotta throw them in, in the event of a roadside check, or a safety check. Jersey has some weird stuff, like PA.
Stock head pipes had a cross over to equalize exhaust pulses.
