Stop in the "New Community" section, and introduce yourself.
If you're referring to Evo/TC jugs, they're powdercoated. The oxidation is more them likely the powdercoat breaking down in areas and corrosion starting under it. Good old fashioned elbow grease and a wire brush and 3M scuff pads.
If you're painting it black, just use a good high heat paint, like what's used for BBQ grills.
If you want to keep it silver, clear, heat-proof paint in an aerosol will yellow in high heat spots eventually and look bad.
