high idle until complete stop

I have a 2006 softail with the following upgrades:113 race kit, which includes 58mm throttle body.During break in (1000 miles)no idle concerns. After dyno tuning on the way home driving at highway speed when slowing down to stop idle will stay at 2000 rpms until complete stop. When at complete stop idle will always adjust to 1000 rpms but not until completely stopped.Any idea what could cause this concern?

High idle with a slow drop indicates a lean issue.....

high idle issue

I believe the problem is with the program that was loaded during dyno tune rather than a lean issue because when the problem happens the throttle is closed and high idle will continue as long as i am moving even if im just rolling along at 5 mph in neutral with throttle closed it will stay idling high (2000 rpms)but the minute i stop and closed loop idle kicks in it always adjusts idle down to proper rpm, but in open loop idle the system assumes the position of the iac will be close to a nominal value . Maybe there is a problem with the "dashpot effect"of the iac? I believe the steps have to be programmed (could be wrong). One more note ,as long as the bike is sitting still never had any idle problems and when snap the throttle open rpms always increase and decrease quickly(drove for a thousand miles before tune without a problem)ANY HELP FROM SOMEONE FAMILIAR WITH THIS SYMPTOM OR JUST SOME KNOWLEDGEABLE ADVISE WOULD BE APPRECIATED.THANKS!!!
