It helps to fight legeslation in your state, when new House Bills are introduced, that may effect bikers in a negative way.
ABATE fought the helmet law in PA and had it reversed. They are also currently fighting the new state House Bill to mandate stricter exhaust laws....

They also changed the law in Texas for riders that were moving from out-of-state into Texas. Texas has a mandate that you have to take a "Riders" course before getting the endorsement regardless if you have motorcycle endorsement from another state. Now they don't!

ABATE of PA is currently fighting that the state will issue a permit yearly, for an unlimited time. So if a rider gets a permit, he can ride all year on that permit, and get a new one the following year, and never get an official endorsement.
ABATE wants it that you can only get 3 permits in 10 years, so riders are forced to get a legal driver's license, and stop abusing the system.

Interesting....i thought u could only renew ur permit once here in PA!! Makes sense cause i know a few who claim they just keep getting their permit renewed, i just thought they were riding with neither permit or license!!

According to one of the guys at the dealership I visit way too often, this has already been changed in PA.
What I was told is if you get a permit and don't attempt the skills test at least the 3 times before a permit would have to be renewed or pass the riders course, the following year you wouldn't be able to get a new permit.
