My inner primary does not appear to have standoffs to accept the longer bolt needed to use the outer with only two threaded holes. None of the above mentioned retailers could identify which of the 3 hole covers was for which application. I'm sorry if I come off as an ingrate.

I didn't say you were an ingrate, I just said I give up. All the part numbers I threw at you and the rest of the info I gave you should have gotten you on the right track. Did you try calling Bill's Custom Cycles ? They are the gurus at what fits what man.

In case anyone stumbles upon this topic in the future the correct outer primary for a gen III revtech 110" is a Harley softail '89-'93.
