Long Braided rope on bars?

I have heard it called a Window Breaker? What is the purpose or legend of these things?

I would guess just what the name implies.
to swing at a car that "gets to close " to your side and break out his window.

as for its origin and legend I wouldn't know.

Yeah, I've seen 'em, and my son has one hanging on the bars of his Deuce. Personally, I just can't see having something that long dangling from my bars....I think it screws up the looks of the bike.

But that's just me.
