If you go here, it will list all new photos posted in the last 30 days:

(Or you can click the "What's New" button in the Gallery, and selecting the time frame in the drop down there)
Here you can rate the photos on a scale of 1 to 5 after you click on the photo you want to vote on by using the "Rate Image" dropdown to the upper right of the photo.
