Carb, exhaust and cam/lifters.
Thunderheader exhaust.
S&S carb, or at least mod your CV carb. They're decent carbs to 100 hp or so, and give much better fuel mileage then the S&S, although, less performance oriented, in comparison.
As for cam: SE1 or an EV27. Both are bolt-in cams, requiring no valve spring mods/changes and will only require adjustable pushrods, new inner cam bearing and I recommend Stock HD lifters, or the SE ones.
If the bike uses oil, or has low or uneven compression, then that has to be addressed (top end) before anything else.

Your CV will work quite well with the DynoJet Thunderslide kit. Also a free breathing AC such as a Sreamin' Eagle ll, or similar.

I like the EV27. NorthShore Motorcycles has the best deal on this as a kit including the cam, lifters, new inner bearing, shims, adjustable pushrods, gaskets for $259

Always excellent advice.
With these mods expect HP in the high 70's to 80 range and you should have NO trouble keeping in your budget. If you have any money left over consider a SE ignition module or aftermarket to raise the rev limiter past the current 5200.

Do you have a link to that special, Chris? I dropped an SE1 in my bike, and for that kind of money, I'd be willing to try the EV27 cam, since it has better timing for performance and duration, over the SE1.

Dave, yep here ya go:
ANDREWS CAMS EV27 CAM & ADJUSTABLE PUSHROD INSTALL KIT:eBay Motors (item 120472525666 end time Oct-22-09 07:14:25 PDT)
Phone and talk to Caitlin.
These people are excellant to deal with. they actually shipped mine short the pushrods, but when I called them back they shipped them that day next day service, no aurguments, just apologies and they followed up to be sure I was happy.
I actually compare the EV27 closer to the SE4

Just spoke to Caitlin. Ordered it. $259 with $15 shipping for inner bearing, pushrods, lifters, gaskets and cam. Sweeeeeet.
I like my SE1, but the EV27 is supposed to be better and more power through the rev range.
Appreciate the tip, Chris. I owe ya one!!

Kirby, can you feel the .040 cut in the seat of your pants? I see the S&S 520 cam requires valve spring spacing, so the heads would be off anyway.
I also see the cam is recommended for 3 5/8"to 4" bore engines up to around 96 inches. Does it work okay for the smaller engines as well?
Does this combo work okay on pump 91?
