Can someone tell me about this bike? (pic)

See pic below

Stock rake?
Wheel sizes?
2 inch stretch tank?

I own a 2008 Fatboy, and I'd like to duplicate some aspects of this bike, namely the overall stance

Pics below of the custom bike and what I'm working with below that.

Your asking a lot from a couple of pics. Blow up the photos and print in black and white take a protractor and work off main Frame and see what the angle is on the top and then do yours. Maybe a 3 degree rake I'm guessing . longer down tube's on the forks for a larger front wheel so you can still mount front fender. Do internet search for you stretched tank and apes and cables .Or just buy bike in top photo done deal then

I'd look around on Craigslist in your area and some of the bike swapper mag's do some internet search for you area for bike for sale . might be easier

Drop the rear end, add a 20-22" wheel and throw some apes on it. You're really close. That bike is more stock than you think it is.

Pretty hot bike in many ways. From what I can see it's not a long way off standard. It's always cheaper (and quicker) to buy a customized (loosely defined) bike than to add the stuff yourself. But it's more fun to build it if you have the time and don't mind being without a scoot for a long period.

Um, also, those apes are too high to be comfortable if you actually wanna ride your bike yourself.

Depends on the rider. Maybe if you're 5'4".

My thought exactly. Looks like a 2" drop in the rear and a 21" front tire. I think the wrap around front fender and the apes give it the appearance of more rake, especially since the apes are in line with the forks.
