The level should be just visible and just above the bottom of the clutch hub.

My 2004 FLSTCI manual days 28 oz for a drain and change. I think it's 32 if you remove the primary outer cover completely. That motor should be the same. Although I doubt it would hurt to dump the whole qt in there.

28 oz. for a 5 speed, 1 Quart for 6 speed
