Spark Plug Gap - Factory is way different than service manual

I found some corrosion on one of my plugs, so I pulled them and replaced them. When I did, I noticed the gap looked real small. When I checked them, I had a gap of barely .02. The service manual says to gap them between .038 and .044.

These plugs only have 1,000 miles on them. Could the factory have set the gap smaller than recommended, or the service manual be telling me the wrong gap?
