REar Fender not centered????

Left side has about 1/2 inch space between wheel and fender. Right side only has about 1/8 inch. How does one adjust the rear fender so the wheel has equal space on both sides? ( Note 08 Heritage )

If im not mistaken the rear tire is not centered in the middle of the swingarm to begin with. Fender mounts to the rear strut bars. Don't think there is anything you can do. Anyone?

Take a look at any softail and the rear fender is NOT centered.

Ok, but how much clearance should there be between the fender and tire?
