what is the proper way to mount a windsheld bag?

Put in on the windshield with top facing upwards.

It depends on the bike, and type of windshield..... w/fairing or w/o. My windshield bags came with instructions to mount them.

They mount inside the windshield with the hardware that holds the metal straps to the lexan.
