It looks like a balloon string that lost it's balloon.
Haha! In all seriousness, it doesn't look bad, but nor does it really do anything for the bike. If it were easy to remove it, I'd say 86 it.

If it is painted on, keep it. If it is a sticker and you can get it off without messing up the paint get rid of it.

+1. I think they look goofy, especially on the side covers. By themselves the ones on the tank are ok. The ones on the side covers look like a crack.
