It's a new frame from Harley. It wouldn't have a title, only an MSO. NO NEW FRAME from a Moco is issued a VIN, until it's desigtnated to a bike. Aftermarket frames are assigned VINs, but they're more like serial numbers, through the manufacturer. IE: Flyrite. They come with all the necessary paperwork.
The fact that he's selling a frame with no title, and no numbers means the new owner will have to take an MSO (if he has one) to his DOT, and probably get a reconstructed title, rather then a new one. Some states accept a bill of sale. My state requires a title or an MSO, and a VIN rub (if applicable) with it, or a clear photo.
Granted the guy's spelling and grammer sucks, but frames get sold like that all the time. I'm also not saying I'd buy it either, but I can't say with all certainty the dude's selling a stolen frame.
