Use some paint remover and put it on with a small brush so it doesn't get anywhere you don't want it to be. And just put on one or 2 spokes at a time. Then you can wash it off with a hose that has some pressure or if you have a pressure washer. Then after most of it is off and the rest of it is softened up you can use steel wool. Real fine steel wool will not scratch chrome. Something like grade #000.

Just brush on some good ole paint stripper from your local home improvement store, let it sit until the paint bubbles up then wash it off real good. Make sure when you wash it off, none of the stripper gets splashed where you don't want paint removed.
