Okay so I got a 2006 xl1200c from a guy who broke the left rear signal off.
I have replaced it with a oem one but the running light itself is dim but the turn signal is bright.It does have led bulbs with a new load equalizer.I also replaced the circuit board on the fender cause I was told that could be the issue.I would greatly appreciate anyone's input and experience on this.

The stock rear light is only a single filament bulb doing brake/turn signal. There is no running light, on the rear. The fronts are dual filament running/signal.

The rear directional on like a running light indicates a short to B+.
A run/turn/brake module will make the directionals function as running lights. If the OP doesn't have that module then that leaves the short to B+ the culprit.
