Front right blinker is supposed to be on solid all the time. It’s not. The blinker works as expected. Can someone please tell me the proper steps in as much detail as possible to troubleshoot? I’ve installed a new bulb but no joy. Also switch the known good left bulb and still no joy. Thanks in advance for any help.

Start at the socket and work your way back with a test light or voltmeter until you find power. If there is power at the socket then it is deformed and not making contact with the bulb. If no power in the socket trace back along the wire to the junction/plug. If you find power on the bike side there then a pin is lose/bent/corroded.

I have also had flashing lights because of high beam in the head light, or brake bulb filament go bad.

Probably not the culprit here since it is just one side, but cannot hurt to check. Many bikes have that built in to alert to a safety issue.

How long has this been going on? Whats changed? Have you done any work to it like change handlebars? Added any lights or accessories? Are there any codes?

I believe he is talking about a dual purpose light fixture where it is lit constantly when running but when you hit the turn signal switch it also blinks.
My 2002 RK is like that running light on constantly but turn signal causes a separate element to flash. Sounds like wrong bulb, poor connector or wiring failure.
