Well given the two options, electrical is the place to start. Grounds are finicky little gremlins, so make sure any you find are good. I've fixed more than a few similar issues with finding/fixing (very slightly) corroded grounds. the more I read these posts and the more I work with bikers here (in a very highly "salted" environment on the Gulf Coast) the more I find the corrosion under connectors. Nowadays, most functions on the later model scoots are electronic, and a bad ground can make life a bad day for us.

And for a Public Service announcement (AGAIN) dielectric grease is NOT a cure all for electrical problems. Dielectric is an electrical term that means insulating. Thus, dielectric grease is an insulating lubricant. DO NOT us dielectric grease to enhance or otherwise facilitate electrical circuits.
