My wife has a 2017 HD Road King Special and it cuts off when it leans too far. Example: We stopped at a light and her foot went into a deep road rut and the bike leaned far, like she was going to drop if, but she caught it and didn’t dump the bike. The engine cut off and hazard lights started blinking. The bike refused to turn on for a minute or two. Is there a fix for this?

It has nothing to do with being a man or woman. Just what one's capabilities or experiences are. We have no idea about your or your wife's individual skills or background. Read enough posts on bike forums and you'll see that dropping a bike is something that can and does happen to almost every rider.
