Just read from a rider with Screamin Eagle ii mufflers, where a download is not required for Rush mufflers that are 2.0 or smaller. The HD dealer told me I need to do a download and upgrade the air filter. Who is correct? Is the dealer trying to make a buck? they say without both the bike will run rich and backfire etc.

It's always a good idea to get the performance air filter when getting a new exhaust. It free's up the air flow thru your motor for more power and better fuel economy however it is best to remap your motor (download) when making any changes. The general rule of thumb is that you can get away with one change but not two. If the flow thru your new pipes are rated the same as your old pipes then you don't have to reflash.

Think of your engine as a big air pump.

X amount of air in.

X amount of air out.

If you change the exhaust and don't change the air in, the exhaust won't be a big factor. Can't get more out than what is coming in.

If you change in AC, you will always have to reflash.

That's the simple version.
