Progressive Air Dragger shocks "PROBLEMS"

I own a 2014 street glide special and installed the progressive airdragger shocks to improve the ride and adjust the height.
I am convinced their is an issue with these shocks, you can inflate them from 0 - 150 psi. I started by setting the ride sag to 1" to 1.2" at 30 psi and took it for a ride, Terrible rode like a jeep. Shocks bottomed out and had no rebound. I called progressive and they told me to increase the psi in 5 lb. increments to see if it improved. I did so all the way up to 80 psi. Nothing changed. It didn't bottom out but the ride was super stiff the shocks have little or no rebound.
One example: Shock inflated to 50 psi. You push down on the back of the bike and the shock stays down or maybe rebounds 3/8". Lift the back up and it stays up maybe drops 3/8".
I have a Bourget chopper with Another Progressive shock on it and it rides like a cloud.
The ebay seller, motorcycle riders choice will not exchange the shocks. He said my air fittings might be leaking. Their not, I checked them all 3 times.

If anyone can give me some advice as to what to try at this point it would be greatly appreciated. I have a new touring bike that I can't even ride.

IMHO the items are factory defective. The E Bay seller has to take them back and return all of your money. You will be out return shipping is all. File a protest with PayPal and E Bay , Now, Today.
