Swap ECM for troubleshooting.

The reason I said the swap wouldn't work is because I think the 2015 didn't have the BCM can buss system yet. Now looking at the diagrams at Ronnie's H-D I see the 2015 does indeed have the can buss so the ECMs would swap, I'm just not sure the two systems would integrate ? I think the security systems would reject the attempt. If that were to happen the two ECMs might lock out. Give it a try if you're brave !

There is an area I'm familiar with, or was. I used to configure police bikes for resale after they were traded back to the dealerships. I worked at a dealer in the Milwaukee metro area that sold and serviced the Milwaukee city cop bikes for a contract period, maybe 3 years at that time I think.
That being said the police dept. did some of their own servicing as long as it didn't void or conflict the warranty policy. The dealership installed the special police equipment, lights, siren, etc. at pre-delivery. The police did their own radio equipment install.
All that being said is to give an idea of what pre-owned police vehicles go thru in the few years those departments have those vehicles.
The police departments remove their own equipment prior to delivering them back to the dealer for the trade in allowance. That was always a rush job on their part ! The dealer service dept. got the job to make that police bike normal again !
OK so back to the OP's post #1 and #5 where all the error codes are posted. The police dept. doesn't have the H-D dealer service Digital Tech shop computer to enable them to rectify or diagnose all those codes. That's up to the dealer when the bike gets traded in.
This post is getting to long now and there's more to this. By now anybody reading this far should be getting the drift ... which is; IMO resale COP bikes can be 'cans of worms'. They resell cheaper for a reason ! On any given Harley resale / used Cop bike the electrical wiring could be hacked beyond recognition ! I would hesitate to buy a used COP bike without doing a full history search on that specific bike VIN.
Did I mention that there's more to this story ? Just ask me, I'm getting tired of typing now.

ECM/BCM dont go bad as much as people think. Techs have the luxury of going to the parts department and swapping out those components. Time is money. But seeing those cop bikes and the codes....Id look first at handle bar control packs. Also check the connections to the speedo, remove it and check the connectors. I would not swap out the BCM/ ECM unless you can afford to buy replacements.

There's a procedure at Harley dealerships for the service department to obtain repair parts.
Techs don't get to walk into the dealer parts department and walk out with parts ! All parts from the parts department go over the parts counter and get charged out to a department or the customer. If the part gets returned it goes back over the parts counter and gets restocked into the inventory.
