WHY ARE YOU TAKING THE STEM BOLT OUT?
If you loosen the stem bolt you will have to adjust the head stock bearings and then follow factory procedure to re-torque.
The stem bolt has a very low torque value, as all it does is adjust out the bearing play, and then the clamp bolt holds everything together. I'd wait for the manual, if you are not familiar with such work.
Tighten till they snap , then back them off a quarter turn.
