Turn signal wont flash

I have a '94 dyna wide glide and whenever I use the turn signals they do not flash, if I hit the right signal it just lights up soild and does not flash and that goes for the left side as well. I went to the dealer and asked what would cause this problem my first guess was a relay but the dealer said it was most likely the turn signal module. I would like to rule out the turn signal module because it is not cheap and if I replace it and it doesnt fix the problem I will not be happy so any help would be great.

I did a little trouble shooting I pluged in the module from my '93 sportster and it would not flash when I tried the signal and also the left side would not light up at all but when I put the other one back on both sides would light up but still no flash.
I am going to try and swap out a relay from my sportser and see if that works.
