Turn signal wont flash

I have a '94 dyna wide glide and whenever I use the turn signals they do not flash, if I hit the right signal it just lights up soild and does not flash and that goes for the left side as well. I went to the dealer and asked what would cause this problem my first guess was a relay but the dealer said it was most likely the turn signal module. I would like to rule out the turn signal module because it is not cheap and if I replace it and it doesnt fix the problem I will not be happy so any help would be great.

Changed all bulbs. No change. Sockets seem fine to me.

Seems fine or is fine... two different things!
Get a meter and test for voltage.

Also look for any pinched or rubbed wires under the fender.
